The Swiss Federal Council is preparing a final decision on the future of S status after 1 March 2027. The decision is expected to be announced at the end of the summer. At the same time, the government is considering several proposed changes that could affect both the rules for receiving temporary protection and the social support system for Ukrainians.


One of the main proposals is that Ukrainian citizens who are liable for military service under Ukrainian law may no longer be eligible to receive S status if they apply after the new rules come into effect.


Another proposal concerns social assistance. At present, the basic standards are set at the federal level. Under the proposed changes, each canton could decide the amount of financial support provided to people with S status.


At the same time, the government is proposing new opportunities for Ukrainians who have successfully integrated into Swiss society. In particular, people who have a permanent job, have not received social assistance for at least one year, and have no criminal record could become eligible to apply for a B residence permit through the hardship case (Härtefall) procedure.


Important: At this stage, these are legislative proposals only. They have not been approved and are still under review. The Federal Council's final decision is expected at the end of the summer.
